About Us
Water and Land Management Institute (WALMI), Patna was created by Water Resources Department, Govt. of Bihar
in November 1983 with the support of World Bank for providing training to in-service engineers, agriculture
persons and farmers with a view to increase agricultural production. The training essentially requires
interdisciplinary approach to the related management problems. From 1st January 1988, WALMI, Bihar was
included in the WRM & T project for which financial assistance was received from the USAID which ended on 30th
September 1992. After September 1992, the Action Research Programme of WALMI, Patna was supported by ISPAN, an
implementation agency of USAID for consolidating the result of WRM & T project during July 1993 to September
1994. As per terms and conditions of the World Bank, the WALMI, Patna has been declared an autonomous body to
fulfill its objectives on 1st September 1999 vide WRD, Government of Bihar Resolution no 2551 dated 22.07.1999
After division of Bihar on 15th Nov 2000, Bihar holds 94,163 sq.km. area and approx. 10.4 crore
population as per cencus held in year 2011 which is projected to be 12.4 crore in year 2020 by Unique
Identification Authority of India, Aadhar, updated on 31st May, 2020.Agriculture is the main source of
sustenance of people and state finance. State Domestic product (SDP) will be healthy if agriculture growth is
healthy. Secondly, at present population pressure on cultivable land is very high. So to feed over population
and increase SDP, it is essential to increase agriculture production. For this purpose irrigation efficiency
has to be enhanced. As such management of irrigated agriculture is of utmost importance and need for the
state. In his context, WALMI has important role to play.
To oversee the efficient functioning of WALMI, a Governing Council has been constituted vide WRD
Govt. of Bihar, Resolution No. 5/T-4-107/89-WALMI-824, dated 3.11.90. The members are Commissioner cum

Merger of Command Area Development Agencies (CADAs) with WALMI, Patna
Command Area Development Agency was constituted under "Bihar Agricultural and Rural Area Development Agency
Act, 1978 (Bihar Act 3, 1979)".
By enactment of "Bihar Agricultural and Rural Area Development Agency (Repeal) Act, 2017 (Bihar Act 6 of
2018)"
(i) all assets and liabilities of the Command Area Development Agencies have been vested in WALMI, Patna
constituted under the administrative control of Water Resources Department under the Societies Act.
(ii) absorption of all officers and employees of the Command Area Development has been made in WALMI,
Patna
with effect from 01.09.2018 for proper management, monitoring and control of all four Command Area Development
Agencies (CADAs).

Water and Land are the basic needs for human survival. Water is essential to all
mankind and living creatures, only next to air. At the same time, land is an essential natural resource,
both for the survival and prosperity of humanity, and for the maintenance of all terrestrial ecosystems.
Hence, management of these two important resources have been the utmost
need of all time. Water, Land and Soil being the integral parts of the environment
need to be conserved and efficiently managed to enhance productivity, achieve economic growth and promote
environmental quality.
The coordination needs further strengthening with the ever increasing population and demand for more food
production. With these aims of poverty alleviation,
food security and mitigation of people's hardships, Water and Land Management Institutes (WALMIs)
were established in most of the States during 1980s. In India there are 16 WALMIs/ Irrigation Research
Institutes.
WALMI in Bihar was established in Patna in 1983 under Water Resources Department, Govt. of Bihar with the
following objectives:

1. To provide training for in-service engineers of all Works Department of Bihar including Water Resources
Department and officers of Agriculture Department.
2. To study the existing irrigation systems affected with problems related to water and land management and
evolve appropriate solutions based on these studies.
3. To establish linkage with other institutions and organizations involved in better water management and
conduct collaborative research with foreign institutions outside the country.
4. To gather up-to-date knowledge in the field of water and land management and transfer the same to its
users.

WALMI Patna was established in year 1983 with an objective to impart training to WRD officers and command farmers
to enhance water use efficiency as well as to increase agriculture productivity.
Dedication of walmi faculty in addition to fulfil its prime objective with time has transformed this institution in a centre
to provide training to all engineers of all works departments of Govt. of Bihar.
I am thankful to WRD for giving me opportunity to work on all levels from Assistant Prof. to Director's position in this institute.

During the covid period of more than two years, only the online classes for the engineers were held. But now, with an upgraded hostel and mess facility, WALMI is fully functional to provide on campus training, right from Junior Engineer to Chief Engineer. After signing of MoU between WALMI Patna and IIM Bodh Gaya in September 2022, Water Resources Department, Government of Bihar Engineers are getting training on Management and Skill Development at IIM Bodh Gaya. My best wishes to WALMI for its future endeavours.
